Typology, Operational Challenges, and Prospects for TV 3.0

The article analyzes the challenges and prospects faced by Brazilian university television stations (TVUs) in the transition to TV 3.0, which introduces an ecosystem based on interactive applications and integration between broadcasting and broadband. The study combined a documentary analysis of the ABTU database, questionnaires, interviews with managers from three TVUs in São Luís (MA), and a review of content available on the YouTube channels of broadcasting stations. The data enabled the classification of five operational distribution models and four content profiles among the 29 stations operating over-the-air. The results reveal significant institutional and editorial heterogeneity, limited infrastructure, and low integration between production, engineering, and management. The case studies of three Maranhão-based stations illustrate varying levels of technological maturity and emphasize the need for public policies to support the technical and institutional consolidation of TVUs during the implementation of the next generation of digital television in Brazil.
